Even though the amendment failed to pass, 152 members voted to suppport it, the first time such legislation has been considered in the US Congress.

In light of the nineteen illegal immigrants recently found dead by suffocation in an abandoned trailer in Texas, the Immigration, Border Security and Claims Subcommittee held an oversight hearing to discuss the deadly consequences of illegal immigrant smuggling. While the US government pours tax dollars into trying to keep illegal immigrants out, 8 to 11 million are currently living on US soil, 40% of which came in by legal means. Guest worker programs seem to be a more logical answer.
